Bond Accountability Advisory Committee Member: Mark Benitez - Secretary
Mark is a product of EPISD. He attended Bonham Elementary and graduated from Burgess High in 1967. In 1972, he received his Bachelor of Science Degree from UTEP.

For over 35 years, he was in the retail food industry representing a Fortune 100 company for over 23 years and a regional food manufacture for 12 years all in the El Paso Metro Market. He was recognized for his endeavors and work by both companies with an induction to their Hall of Fame.

He is involved in the El Paso community at many levels and belong to several organizations. He is President of the Cielo Vista Neighborhood Assn., sits on the Board of the city Neighborhood Coalition, the East Side Civic Assn., Teachers Tech Catechism at St. Raphael’s Church, helps in a quarterly magazine for the Apostolate of Our Lady of Guadalupe, currently serves as Secretary for the Bond Accountability Advisory Committee and was recently appointed to the Tree Board – City of El Paso.

Mark has been a Bond committee member since 2005 and participated in the 2003 BOND process as well as preparing the 2007 Bond.

Bond Accountability Advisory Committee Member: Alfonso (Al) V. Velarde
Al graduated from Burges High School in 1979. Attended the University of Texas El Paso and Graduated in 1992 with a BBA in Management . Law Enforcement Management Institute of Texas (LEMIT) – 2002 Graduate of the Leadership Command College. 2006 Graduate of Leadership El Paso and is a Licensed Childcare Administrator.

Currently Al serves as a Board Member/President for the El Paso Coalition for the Homeless, Board Member for the Amigo Airsho, Member of TASO – Football Referee, Mentor to the Big Brothers Big Sisters of El Paso and Committee Member for the EPISD Bond Accountability Committee. Al volunteered for Make A Wish Foundation from 2001-2003, College Tech Prep from 2004-2005, United Way Allocations Committee 2005 and Co-Chair to Friends of EPISD PAC in 2007.

Al believes that “Every child; regardless of family economic status, race, religion, disability or any other protected status, deserves equal access to the highest quality public education possible. To that end, I will advocate that all schools, regardless of the neighborhood they reside in, are allocated the appropriate funding so that all children are on an equal playing field, have access to the same quality education, and enjoy the same opportunities for success in their adult lives.”

Al retired from the El Paso Police Department after 21 years of serving the community. He set a personal goal of achieving a leadership position within 10 years of his retirement in an agency that played a vital role in our community. He achieved his personal goal within 3-years of retirement by becoming the Executive Director of the Child Crisis Center of El Paso in 2006. His entire career has been dedicated to providing service to the community, and now his focus is to give back to a community that has been so good to him. Al’s next and last major accomplishment will be to one day look back on his life and to be able to honestly say “I made a difference in El Paso.”
