Bond Accountability Advisory Committee Member: Elaine Olsakovsky
Elaine graduate from High School in Albuquerque and received a Bachelor’s Degree from UTEP in Allied Health Education and a Master’s Degree from Webster University in Health Education.

She has served for 17 years as Technical Director of West Texas Lions Eye Bank, 8 years Parent Teacher’s Association, has participated with the American Flag Foundation and Substance Abuse Counseling.

Elaine feels that educations should be made available, fun and use technology and encourage student creativity.

She play a part in aiding in restoration of sight in over 2000 people. Developing and offering Dual Credit courses online for HS students to receive college credit and has taught Health Occupation students for 30 years.

Dr. Moya received a Ph.D. in Electrical Engineering from the University of New Mexico, Albuquerque, NM May,1998, a MS Electrical Engineering from New Mexico State University, Las Cruces, NM, August, 1988, a BS in Electrical Engineering, New Mexico State University, Las Cruces, NM, December, 1985 and graduated from Riverside High School, El Paso, TX 1981.

Bond Accountability Advisory Committee Member: Al Patiño - Chairperson
Alejandro “Al” Patiño received a BS/Criminal Justice, Chaminade University of Honolulu, MS/Criminal Justice, Sul Ross State University, MA/Political Science, Sul Ross State University, MA/Management & Leadership, Webster Univ (33/36 hrs), Certificate/Law Enforcement Management Institute of Texas, Sam Houston State University.

Al is currently the EPISD Bond Accountability Committee Chairman. In addition he is a member of the EPISD Budget Review Committee, Austin H.S. Criminal Justice/Public Service Magnet Academy Advisory Committee (Chairman) , Jefferson H.S. Alumni Association (President), EPCC Criminal Justice Division Advisory Committee (Chairman) and the Boys & Girls Club of El Paso (Board of Director).

Al is also associated with the Federal Law Enforcement Officer’s Association/Chapter 49, National Organization of Hispanics in Criminal Justice, American Legion/Law Enforcement Post 74, Naval Reserve Association and Navy League/Council 190.

Al believes to promote and advocate philosophies, principles, and morals that will offer the maximum potential of success for the students of the El Paso Independent School District.

Al retired as a *Supervisory Deputy, United States Marshals Service and also as Chief Warrant Officer, United States Naval Reserve. He received the USMS Director’s Distinguished Service and Special Achievement Awards, Hawaii State Law Enforcement Official’s Association “Officer of the Year”, Navy Commendation, Navy Achievement (2 awards), Armed Forces Expeditionary, Naval Reserve Meritorious Service, National Defense Service and Armed Forces Reserve Medals.
