Supervisors
Lieutenant Jose E. Garcia has been employed with EPISD Police Department since June 1999. Prior to that he was with the El Paso County Sheriff's Dept. for 9 years where he was assigned to Patrol as a Deputy Sheriff. He was awarded the Medal of Honor and Purple Heart for an officer involved shooting where he was shot and wounded, he was able to return fire and strike the subject that ultimately surrendered and was later placed in custody. Lt. Garcia was also a member of the El Paso County Sheriff's Honor Guard where he received the Sheriff Citation. Lt. Garcia was the first Motorcycle Officer for EPISD. He is currently the Traffic and Dispatch Supervisor where he supervises 6 dispatchers and 20 officers including the graveyard shift and motor section. Lt. Garcia received the Supervisor of the Year Award for 2007 and the Chief's Merit Citation.
Armando Molinar is a Sergeant for the El Paso ISD Police Department. Armando Molinar started with the School District Police in February 2005, and helps supervise the department, consisting of 37 officers, 6 dispatchers and two clerical workers.
Sgt. Molinar retired from the El Paso Police Department after 25 years of service. His last 15 years were spent on the El Paso Police Gang Unit, to include Gang Intelligence and a member of the State recognized Drive-By Shooting Response Team. He also spent the last 15 years with the El Paso Police Department's Special Weapons & Tactics (SWAT) Team as an Assistant Entry Team Leader.
Sgt. Molinar supervises 20 Police Officers including the evening shift. he is responsible for the training needs of the department. Sgt. Molinar is a State Certified Firearms Instructor, TCLEOSE Certified Instructor, SWAT Instructor, and the Department's Gang Intelligence Officer.
Sgt. Molinar has received numerous awards to include CLEAT Officer of the Year, Associated Texans Against Crime Officer of the Year, and the Chief Meritorious Award.
Officer Ricky Hoss served 26 years with the El Paso Police Department before retiring and becoming an officer with the El Paso ISD Police Department. Officer Hoss served in the Patrol Division, Traffic Division, Motor Division, and Special Traffic Investigations Unit and is a certified TCLEOSE Police Instructor.
Officer Hoss helped create and implement the Field Training Officer Program early on in his career. Officer Hoss implemented the Emergency Driving Course and Police Motorcycle Course and taught those courses throughout the year to officers of the El Paso Police Department as well as other agencies. Officer Hoss was also responsible for creating policies and procedures for the traffic division and the Motorcycle Unit Field Training Program. Officer Hoss also instructs part-time at the El Paso Community College Law Enforcement Academy.
Officer Hoss is certified in many areas of law enforcement but prefers to work traffic duties.

Officer Hoss is the day shift Officer in Charge assigned to the EPISD Police Traffic Enforcement Unit. He assumes a supervisor role and assist Sgt. Garcia, Sgt. Molinar, and Chief Araiza as needed. His duties also include:
- Traffic enforcement in and around school campuses and school zones
- Collision investigation; EPISD has over 600 fleet vehicles
- School parades and events
- Safety patrol program
