Cindy Montes

Secretary to the Executive Director, has been with EPISD in various capacities since 1985. She began her career at EPISD as a Clerk in Human Resources and later became the Secretary at Bassett Middle School. She began working in the Office of Public Relations in 2004. She is a proud graduate of Irvin High School.

Reneé de Santos

Reneé de Santos has extensive experience in communications and media relations. Prior to joining EPISD in 1999, she worked as a Public Relations Specialist for a local PR firm and Sierra Providence Health Network.
De Santos also was a Reporter for the El Paso Times and the first staff writer for El Paso Inc. She has a Bachelor of Arts Degree in Journalism from the University of Texas at El Paso and a Master’s of Arts Degree in Organizational Management from the University of Phoenix. De Santos is active in community service organizations and has served as President of the Public Relations Society of America Rio Grande Chapter.

Leonel Monroy

Leonel Monroy Jr. has been the EPISD Photographer since 2003. Prior to joining EPISD, he worked as a News Photographer for the El Paso Bureau of El Diario de Juárez and as a Staff Photographer for the El Paso Times. He is a graduate of the University of Texas at El Paso with a Bachelor’s Degree in Journalism.
His photography has been published in many newspapers and magazines including the New York Times, the Dallas Morning News, Newsweek and Popular Mechanics. His work also can be seen in the books "Violence and Activism at the Border: Gender, Fear, and Everyday Life in Ciudad Juárez", "The Killing Fields: Harvest of Women", "Cosecha de Mujeres (Safari en el Desierto Mexicano)" and "It’s An El Paso Thing."

Juanita Mascorro

Juanita Mascorro assists visitors to the Office of the Superintendent and Office of Public Relations as a Clerk and Receptionist. Mascorro, who left the banking business in 2002 to join the Public Relations team, also assists with special events.

Carmen Lopez

Carmen Lopez began working full–time as a Receptionist at the Education Center Downtown in 1998 after working at the El Paso Herald-Post for many years. Lopez assists with major districtwide recognitions, gatherings, events, meetings and public relations initiatives. She is a proud graduate of Andress High School.

Carlos Martinez

Carlos Martinez began his career in EPISD as a Teacher in 1973 at Crockett Elementary School after spending two years in the Ysleta Independent School District. Martinez has since been a Teacher, Counselor, Test Coordinator and Title I Program Evaluator. Prior to joining the Public Relations Staff, he was Director of Guidance Services.
Martinez is a graduate of the University of Texas at El Paso with Bachelor and Master’s Degree in Education. He has certifications as a Reading Specialist, Special Education, Counselor, Special Education Counselor and in Professional Mid-management. He is a proud graduate of Austin High School.

Maria Hortencia Vitela

Maria Hortensia Vitela, Secretary for VIPS/PIE and Parental Engagement, has been with EPISD since 1972. While at EPISD, she has been a Teacher’s Aide, Clerk and Secretary. She has worked at Clardy and Alta Vista Elementary Schools and Coronado High School. At Education Center, she has held positions in Curriculum and Instruction, Middle Schools Division, and Operations. She is a proud graduate of Jefferson High School.

Saul Torres

Saul Torres, who has been in education since 1979, started his career in EPISD in 1989 as a Reading and English Teacher at Guillen Middle School. He also has taught life skills at Raymond Telles Academy and was an At-Risk Coordinator at Bowie and El Paso high schools. He is a graduate of the University of Texas at El Paso with a Bachelor of Science Degree in Education and a Master of Science Degree in Educational Adminstration. He is certified in Mid-management, English, Reading, ESOL and Social Studies.

Albert Segovia

Albert F. Segovia has been with EPISD since 1978 and has the distinction of being the first male Kindergarten Teacher in the district. He also has taught elementary, middle and high school for EPISD. Segovia also has taught courses at El Paso Community College and UTEP. He has Bachelor and Master’s Degrees in Physical Education/Kinesiology. Segovia also was the first Head Soccer Coach for El Paso High. He is a proud graduate of Jefferson High School.

Oralia Maldonado

Oralia Maldonado, Title 1 Parental Engagement Department Clerk, has been with EPISD since 1995. She worked as Parent Liaison Clerk at Burleson Elementary School for 13 years before joining the Public Relations Staff. Maldonado attended the University of Texas at El Paso. She is a proud graduate of Coronado High School.

Cristina Maskill

Has been the Department Clerk in the Policy Office since 2008. Prior to working in the Policy Office, she was a Special Education Clerk at El Paso and Franklin high schools. She assists in the preparation of new and revised policies and assists with the District wide Educational Improvement Committee, Bond Accountability Committee and the Environmental Committee meetings.

Community and Governmental Affairs

The Community and Public Affairs Department encompasses the Partners in Education (PIE) and Volunteers In Public Schools (VIPS) programs as well as Title 1 Parental Engagement.

Through the VIPS program, parents and the community members are encouraged to volunteer to support student academic achievement, assist teachers, and help with campus and districtwide projects.

EPISD actively recruits organizations, businesses, government agencies, the military, nonprofit agencies, and law enforcement to work with campuses as Partners in Education. PIEs often serve as Student Mentors, Science Fair Judges, career awareness presenters, and scholarship providers.

The third component of the department deals with parental engagement. Title I federal funds support the parental engagement program to ensure that all children, particularly low-achieving children in the highest-poverty schools, have a fair, equal, and significant opportunity to obtain a high-quality education and meet the state academic achievement standards.
