The Process for Transparency

The Process for Transparency - EPISD Budget Review Plan

The Multi-Step Budget Reduction Plan

Step I

The process begins with a direction from the Trustees and the Superintendent. Our belief is that students come first; therefore, we will make every effort to protect classrooms and student programs. The Administration is working closely with the Board of Trustees to ensure transparency in the process.

Step II

The Superintendent's Cabinet will work with all the departments to identify potential areas of reduction. The areas of reduction should focus on reducing administrative costs and operations that will not directly impact the campuses and classrooms. Once areas have been identified by the different departments, presentations will be made to a committee comprised of the Superintendent, Chief Business Officer, Chief of Staff, and Human Resources' Associate Superintendent. The presentation will identify positions and expenditures that can be reduced, and ideas will be presented on how the work will be redistributed into other areas.

Step III

Communicate the potential reductions to the Trustees. Administration will break down the potential reductions so that the Trustees can identify the reductions in the top level management positions, middle level positions, and hourly positions. The reductions will also identify the cost savings in General Operating Fund money or the different external funded areas. Also the Board of Trustees will provide input on the creation of the Budget Stakeholder Committee.

Step IV

Receive input from the Budget Stakeholder Committee. The key responsibility of the Budget Stakeholder Committee is to ensure fairness and transparency in the reduction process. In addition, this committee will work to ensure that the reductions identified will have the least impact on campuses, classrooms, and student programs.

Step V

Receive input from the Budget Review Committee.

Step VI

Receive approval from the Board of Trustees on the reduction plans.
