Phillip Barraza

Fine Arts Director

Phillip Barraza is the Director of Fine arts for EPISD. He received his Bachelor's degree in journalism from Boston University and his Master's degree in education from UTEP. Mr. Barraza began his career as a television news reporter in Nebraska and locally at KVIA. Several coincidences guided him into becoming a theatre, dance, video, speech/debate teacher at Desert View Middle School where he created award winning programs on the local and national level. After 9 years at the middle school, he became the Student Activities Director/Cheer Coach and eventually assistant principal at Bel Air High School where he helped create successful leadership, fine arts and academic programs. Most recently, he served as the administrator for the Ysleta High School Early College Academy. ​

Gail Manago

Vocal Music, Theatre Arts, and Dance Facilitator

Gail Manago received her Bachelor of Music Degree in Music Therapy, Music Education and Vocal Performance from West Texas State University, and Master’s in Educational Administration from UTEP. Over her 37 year career with EPISD, she taught elementary, middle & high school choir, piano and general music classes as well as the Whole Arts music classes at UTEP. Ms. Manago serves as adjudicator for UIL and district vocal solo/ensemble and large choral ensemble contests. She has been the Contest Manager for UIL One-Act Play competitions & a member of the UIL State Theatre Advisory Committee. Currently, she is the music director for New Hope Lutheran Church.

Rosa Aguilar

Visual Arts Facilitator

Rosa Aguilar currently works as the Visual Arts Facilitator for El Paso ISD. Rosa Aguilar received her Bachelors of Fine Arts from UT Austin, and her Master of Fine Arts from the University of Illinois Urbana Champaign. Aguilar has served 24 years in Education as an Art Teacher, Campus Assistant Principal/ Principal and District Facilitator at all levels. Rosa Aguilar is a passionate educator, artist and border activist who is committed to promoting the Arts in the El Paso/ Juarez community.

Julio Castillo

Instrumental Music Facilitator

Julio A. Castillo is the Facilitator Instrumental Music in the El Paso Independent School District.  Julio earned a Master of Education in Educational Leadership from Sul Ross State University, and a Bachelor of Music in Music Education from the University of Texas at El Paso. 
Prior to joining El Paso ISD in October 2008, Julio served as Assistant Principal, Campus Fine Arts Coordinator, Head Band Director, Assistant Band Director, Beginning Band Director, and Music Teacher in YISD.  Julio looks forward to continuing to proudly serve and support the Band, Guitar, and Orchestra Teachers of El Paso ISD as he embarks on his 27th year as an educator.
