Voters in El Paso ISD will decide on a 10-cent Penny Swap that will shift a dime from the Debt Service part of the EPISD tax rate into the Maintenance & Operations side. The swap will have zero impact on the overall tax rate for property owners. In fact, the EPISD tax rate for 2018-19 will stay at the same level as it did last year. The election would allow EPISD to tap into a pot of state matching funds designed to reward Districts that get support from their communities in the form of Penny Swap referendums. If approved the EPISD Penny Swap would generate an additional $7.5 million in state matching funds without raising the tax rate.
