What We Do
Our primary purpose is to support campuses and departments in the programmatic facilitation and utilization of entitlement funds to include planning and monitoring State and Federal Program budgets. Assist in the strategic planning, preparation, submission, and oversight of the District’s Entitlement Funds.
Provide support in the preparation, evaluation, and submission of applications for federal and state entitlement funding.
Assist in the review and oversight of Federal Program funding utilization to support district needs and ensure compliance with federal guidelines.
Assist in preparing Federal Programs compliance and utilization documentation and reports within timelines established by the Texas Education Agency.
Provide programmatic support to budget managers, and other district staff in planning, budgeting, and utilizing Federal Program funds.
Provide training, guidance and support to campuses and district staff in the programmatic utilization of Federal Program funding.
Assist in preparation and administration of the state and federal budget and funding distribution.
Provide training, guidance and support to campuses and district staff in the development of the Campus Improvement Plans and District Improvement Plan.
Provide support in the preparation of the Comprehensive Needs Assessment for the District and Campuses.

TEA's ESSA program compliance functions are provided primarily by the Federal Program Compliance Division (FPC), which administers most programs of the Every Student Succeeds Act (ESSA). Entitlements awarded to our district/campuses are the following:
State Compensatory Education (SCE)
The goal of the State Compensatory Education (SCE) program is to provide funding to reduce disparity in performance on assessment instruments or disparity in the rates of high school completion between educationally disadvantaged students, at-risk students, and all other students. The purpose of the SCE program is to increase academic achievement and reduce the dropout rate for these students by providing supplemental programs and services.
