2025 Legislative Priorities

El Paso ISD Supports Public Education Funding 

  • Increase the Basic Allotment and index it to inflation to ensure adequate funding for public education, enabling the recruitment and retention of qualified educators, compliance with state safety standards, and investments in academic programs that improve student outcomes.

  • Expand the Early Education Allotment to include full-day, universal pre-kindergarten for 3- and 4-year-olds to set students up for lifelong success.

  • Increase the Bilingual Education and Dual Language Immersion Weights toadequately cover the actual costs to educate Emergent Bilingual students in Texas.

  • Increase the Compensatory Education Weight to better support at-risk students and close achievement gaps.

  • Increase state funding for special education based on student needs rather than instructional arrangements to ensure every learner has access to the resources necessary to achieve at the highest level.

  • Establish a statutory electricity rate for school districts to reduce costs and allocate more resources to classrooms.

El Paso ISD Supports School Safety and a Focus on Student Well-Being

  • Create a Permanent State School Safety Fund to provide sufficient per-campus funding to ensure a safe and supportive environment for all students and staff.

  • Support policies limiting or prohibiting student cell phone use during school hours to enhance focus and well-being.

  • Ensures districts can meet safety and security mandates.

El Paso ISD Supports District Autonomy 

  • Protect districts flexibility to write and adopt curriculum supported by high quality instructional materials to best meet student needs and reflect local community values.

  • Offer school choice options that are accountable to parents and the public, ensuring funds are not diverted to private or for-profit institutions. All schools receiving taxpayer dollars should meet the same standards for academic performance and fiscal transparency.

  • Adopt timely accountability standards that prioritize student progress and transparency. We advocate for reciprocal collaboration and transparency between the Texas Education Agency and the district regarding accountability measures.

El Paso ISD is proud to be a member of the Texas Urban Council (TUC) and the Texas School Alliance (TSA). Our Superintendent currently serves as the president of TUC.
