(EL PASO INDEPENDENT SCHOOL DISTRICT – Sept. 2, 2026) — At the Sept. 1 Board of Trustees Finance Committee Meeting, El Paso ISD continued to deliver on the commitment to transparency and keeping the community informed while sharing updates on the district’s strengthening financial outlook.

As part of the Financial Stability Plan, the district provided a detailed public update on enrollment, cash flow, and budget performance, offering the Board and community a clearer picture of the district’s current financial position and the progress being made toward long-term stability.

“Transparency builds trust, and our families, staff, and taxpayers deserve clear, accessible information about how we are investing in students and the classroom while protecting the district's future," said David Bates, Deputy Superintendent of Operations and Support Systems. “That kind of consistent reporting allows us to make better decisions and gives the public the information to evaluate those decisions alongside us.”

According to projections, El Paso ISD is moving towards enrollment goals; current enrollment is within approximately 1% of district projections, representing a relatively narrow variance at this point in the school year. The district will continue monitoring enrollment as student counts change and using actual enrollment data to align staffing, programs and other resources with student needs.

District leadership also presented an updated cash-flow analysis reflecting two potential state revenue payment schedules. The schedules affect when state revenue is received during the year, but not the total amount of state revenue the district is projected to receive over the state fiscal year.

Under both scenarios presented, El Paso ISD maintains a strong projected financial position. The district is evaluating which payment schedule would provide the strongest cash position throughout the year, and a final payment-class selection remains pending.

“We have done significant work to strengthen the district’s financial foundation and rebuild the fund balance, maintaining it requires continued discipline,” Bates said. “We intend to keep reporting the numbers, explaining the variances and making adjustments when the data tells us they are necessary.”

The district will continue providing regular financial updates to the Board and community, including enrollment, revenues, expenditures and cash-flow performance. Together, those measures provide a more complete picture of El Paso ISD’s financial position over time and allow the community to compare actual performance with district projections.
